PROGRAM/DEPARTMENT SUMMARY(项目介绍):
To improving the well-being of communities in the chuandongbei Gas Project area, Chevron has identified Luowen as a priority area for social and economic investment. Over three years, Chevron will support Mercy Corps’ efforts to improve and sustain the livelihoods of Luowen Residents.
Mercy Corps’ Life Opportunities and Community Action in Luowen (LOCAL) Program will work with local youth to build their capacity to ensure a smooth transition into adult life and the workforce, support for livelihoods of existing residents, and capacity development for the local organizations working to improve the lives of residents. Additionally, the project will seek to improve the employment options of Luowen residents stay in the township, through targeted vocational or on-the-job training, and agricultural livelihood support.
The program will focus on three groups of activities: 1) mobilizing local youth and providing them with valuable life-skills training, 2) reinforcing access to vocational and hands-on skills training, 3) assessing and implementing interventions to increase income generating opportunities in the local economy.
 
GENERAL POSITION SUMMARY:
Working under the direction of the Finance Officer and Admin Officer, the Volunteer generally will assist in the processing and handling of all finance and Admin related tasks in timely and accurate manner.

ESSENTIAL JOB FUNCTIONS:

GENERAL POSITION SUMMARY:
The Program Assistant is responsible for daily implementation work for Chevron Project by working with project partner and local stakeholders. The Assistant will be responsible for ensuring the regular details of program activity planning and implementation in the field to ensure standardization and quality control. The Assistant will be responsible to take initiative in identifying the role Mercy Corps will play and to explore value-added activities to local communities. The Program Assistant is responsible for communication with consultant if needed, and interaction with local stakeholders for effective and efficient programming and smooth progressing.
 
ESSENTIAL JOB FUNCTIONS:
Program Assistant
1. Assist with general program operations and field-based activity; plus partner communications and relations.
2. Assist the Program Manager in identifying, planning, and addressing priority needs; to include partner training and guidance.
3. Assist Program Manager in facilitating the smooth flow of program support operations: Must be able to help facilitate trainings to all support staff to ensure the smooth, uninterrupted implementation of all MC programs;
4. Must have a clear understanding on all MC policies and program needs;
5. Assist management in facilitating the adherence to Mercy Corps administrative, IT, HR and logistics procedures and staff policies by support staff. Provide training and guidance to support staff, as needed;
6. Assist in management with data including collection, process and analysis, for better understanding of program;
7. Responsible for regular monitoring and evaluation for sound program progress and program impact track and record;
8. Coordinate activities with all involved implementing agencies. Organize meetings with all partner organizations to ensure close cooperation and sharing of lessons learned.
9. Coordinate training plans with partner staff and facilitate the smooth flow of training operations;
10. Participate in meetings as assigned;
11. Follow through on program needs as required, such as procurement, meeting scheduling, and consultant finding, etc.
12. Develop and maintain program inventory stock and activity logs;
13. Assist program staff in coordinating logistics and program activities;
14. Promote and adhere to the principles and objectives of the Program and Mercy Corps;
15. Assist with overall program development and future proposals for program follow-up activity;
16. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

GENERAL POSITION SUMMARY:
 
For the first year, this program will be managed by an Expat Program Manager, who will supervise and mentor the National Program Manager, Starting Year 2, the National Program Manager will be in charge of the Local program entirely. The Expat Program manager will in the first year, divide management responsibilities with the National Program Manager, to be determined based on the specific needs and recommendations of the Expat Program Manager and in keeping with the goal of mentoring the National Program Manager.
 
Program Managers are responsible for the overall success of the program, as defined by its proposal, log frame and budget, and in accordance with Mercy Corps and Donor guidelines. Mercy Corps’ goal is that programs are completed on time and on budget, and that beneficiaries receive the complete delivery of goods and services. Program Managers work as a team, both with those staff whom they supervise and with the other support units such as Programs, Finance, Operations, Administration, Procurement and Human Resources. Mercy Corps is committed to the improvement of staff capacity to manage projects, and requires that Program Managers earn their PMD Pro 1 level project management certification within 6 months of hire. In general the Program Manager will be based in Wanyuan/Luowen.
 
RESPONSIBILITIES/DUTIES:
 
Program Implementation:
1. Using the tools and conforming to Mercy Corps’ Minimum Standards for Project Management (PM@MC), the PM is responsible for implementing activities and managing staff. Implementation includes organizing, planning and executing project activities. This includes building and working from a work plan, tracking expenses and recording results. The PM is responsible for initiating all required requests to other departments, as well as managing internal and external reporting duties.
2. Directly oversee the organization of field activities (eg: trainings, meetings, program site-visits, and other program activities.) and ensure that all support services for program implementation are operating effectively.
3. Coordinate with the Sr. Program Officer/Director of Programs/Regional Program Director, and MC/Chengdu management and staff in the development and design of new project concept papers and proposals.
4. Travel to project sites to assist as needed with project implementation, monitoring, and assessment/evaluation efforts.
 
Staff Management
1. The PM is the supervisor for project staff, and as such is responsible for the day to day management of their activities.
2. Mercy Corps requires that staff with supervisory responsibilities appraise the performance of their staff on a yearly basis, and work closely with staff to help ensure they achieve their work goals and professional development goals.
 
Technical Support
The PM must have a solid comprehension of the theory and practice of sectoral areas relevant to the program, such as youth engagement or employment, livelihoods or economic development, or community economic development. The PM is responsible for applying their knowledge of approaches into the programs to ensure they reflect best practices and achieve maximum impact.
 
Other Duties will include:
1. Representation: the PM is the lead Mercy Corps representative for this field office and program, and as such may be called upon to speak before groups and the media.
2. Follow-on Funding: The PM will be required in year 3 of the program to draft a new strategy for continuation of program funding by replicating those elements which were most successful and matching that to new donor funding strategies.
 
KNOWLEDGE AND EXPERIENCE:
1. Three or more Years Program management experience, preferably for NGOs, and certification in professional project management preferred.
2. Experience with non-profit compliance and donor requirements for financial and programmatic documentation.
3. Demonstrated experience with report writing, including the collection and analysis of qualitative and quantitative information (M&E) .
4. Sectorial experience with youth, economic development, poverty, and/or livelihoods.
5. Excellent communication skills, diplomacy and experience in working in a politically complex environment.
6. Experience supervising and evaluating the performance of field staff.
7. Demonstrated experience managing relationships with government officials.
8. Ability to multitask, prioritize, and problem-solve, with a simultaneous attention to detail and strategic vision.
9. Fluent English.
10. University degree

This position is the main point person for project’s M&E for LOCAL.
