With headquarters in Sydney, The Fred Hollows Foundation (FHF) is an Australian based independent, non-profit, politically unaligned and secular organization working in around 19 developing countries of the world, including China. The vision of The Foundation is for a world where no one is needlessly blind, and Indigenous Australians enjoy the same health and life expectancy as other Australians.
Since 1998, The Foundation has been supporting China county hospitals and rural communities to treat and prevent eye diseases through improving the quality and effectiveness of eye care services. Since 2010, FHF has expanded its China Program into other 5 provinces to cover more underserved population, particularly in the rural western region of China. With a newly established FHF China Office in Kunming, Yunnan Province, and with rapid scaling up of our program in rural China, FHF is now seeking a competent program manager at national level:
The Communication and Advocacy Manager (CAM) is responsible for managing and promoting FHF image, advocacy and communication work in China. The CAM will manage and oversee FHF China advocacy and/or promotion campaigns; work with existing PBL (Prevention of Blindness) advocacy networks and provide FHF China team with centralised support. This role will have following main components:
• Raising the profile of eye health and the elimination of avoidable blindness;
• Advocating Chinese governments such as MoH (Ministry of Health) and CDPF (China Disabled Persons Federation) to increase resources to take responsibility and accountability for provision of quality eye care services in rural areas by increasing government budget for rural doctor training and hospital renovation.
• Managing the advocacy plan (includes developing promo material, case-studies, events management, plus the relationship management component with stakeholders – government, I/NGOs, etc);
• Supporting for eye health promotion activities to projects (IEC material development / measuring impact / KAP (Knowledge and Practice), etc).
• Demonstrating and lobbying with government for the replication of successful rural eye care models established by the FHF in China.
Key responsibilities will include:
• Production of promotional materials and fund raising materials (e.g case-studies, posters, pamphlets and newsletters etc);
• Providing guideline for FHF China program team to coordinate IEC materials development for projects, ensuring materials are developed according to a strategic, pre-tested and effectively monitored manner;
• Management of FHF China’s advocacy activities, specifically involves coordination with government health authorities at national and provincial levels, as well as NGOs, ophthalmic communities, and other government institutes in relation to the advocacy strategy;
• Management and development of FHF China website.
Qualifications & Experience
Knowledge (Education & Related Experience):
• Minimum of 5 years experience in the NGO sector managing complex programs in public health or development; ideally with some exposure to eye health programming;
• Significant experience of advocacy and policy work, preferably in PBL development and / or health related context.
• To be familiar with working at a senior level both internally and externally
• Relevant degree with social development, masters in public health (desirable).
• Proven experience of developing policy advocacy and communication strategies and initiatives targeted at a variety of internal and external audiences.
• Able to thrive in a professional structured work environment with consistent standards, clear expectations and careful planning.
• Accepts accountability for work promised.
• Can foster an open trusting work environment. An energetic and proactive approach with the ability to work both independently and cooperatively within a team.
